The conclusion results from the analysis performed by seven distinct intelligence agencies that looked into the cases of brain injuries and other symptoms described by American diplomats and other government officers who have questioned the role of a foreign rival.
The latest assessment report has also been released by US intelligence on Friday, as US News reported.
Of the five intelligence agencies in the review, four assessed that it was very unlikely that a foreign adversary was behind such incidents, said the official who spoke to reporters but was not authorized to do so because of the Office of the Director of National Intelligence’s guidelines.

Two of the agencies, however, expressed the opinion that there exists some probability that a foreign power may have developed or even used a weapon to cause the reported injuries affecting US diplomats and government officials.
Officials did not specify the two agencies but said that while the two agencies did not pinpoint any particular event to foreign technology, their conclusions were made within certain frameworks of foreign weapon programs and capacities, as US News reported.
One of the agencies identified there was a “roughly even chance” that a foreign government had employed such a weapon or prototype device in a “small, undetermined” number of incidents involving US personnel.
The other agency said that although it may be true that an external power has created such a weapon, it may not have been used.
